Local Government Autonomy: A Deep Analysis of Management and Community Leadership in Grassroots Development in the Local Government Area of Lagos, Nigeria

Abstract

Local governments are pivotal to grassroots development, serving as the closest tier of government to the people. However, their effectiveness is frequently constrained by limited autonomy and interference from higher authorities, particularly in Lagos State, Nigeria. This study explores the relationship between local government autonomy and grassroots development, emphasizing the extent to which financial and administrative independence impact developmental outcomes. Using a mixed-methods approach, structured questionnaires were administered to local government officials, community leaders, and residents across six Area Councils. Statistical analyses, including correlation and regression, revealed a moderate to strong positive relationship between local government autonomy and grassroots development. Key challenges, such as limited financial independence and excessive state-level control, were identified as significant barriers. These findings provide empirical evidence of the measurable impact of autonomy on critical development sectors, contributing to the understanding of governance in Nigeria. The study underscores the need for reforms to enhance local government autonomy, reduce interference, and strengthen governance structures to improve service delivery. By highlighting the importance of financial and administrative independence, this research offers valuable insights for policymakers and scholars, advancing the discourse on sustainable grassroots development. Further research is recommended to investigate the mechanisms through which autonomy drives development outcomes across varying contexts.
