Leveraging Blockchain and Smart Contracts as Institutional Levers for Economic Transformation in Africa: A Multi-Case Analysis

Abstract

Despite its resource wealth, Africa continues to struggle with institutional inefficiencies, financial exclusion and weak governance systems that constrain inclusive development. This paper examines how blockchain technology and smart contracts can contribute to economic empowerment, institutional transparency and governance reform across the continent. Drawing on a qualitative multiple-case study approach, the analysis synthesizes documentary evidence from blockchain initiatives implemented in financial services, land administration, public governance and agricultural supply chains across eleven African countries. Through cross-case comparison, four interrelated strategic pathways for blockchain adoption are identified: regulatory and governance reform; infrastructure and connectivity; capacity building and local innovation; and sectoral pilot and integration. The analysis further identifies a consistent gap between observed outcomes and expected outcomes, which reflect the aspirational projections found in policy narratives and project plans. While regulatory clarity and infrastructure readiness are associated with enabling conditions, lasting developmental impact appears to depend on complementary investments in enforcement capacity, human capital and alignment with national digital strategies. This paper offers a documentary evidence-based framework to guide policymakers and development partners in progressing from isolated proofs-of-concept toward scalable, institutionally embedded blockchain solutions. It concludes that meaningful blockchain-driven transformation in Africa requires a coordinated, multi-stakeholder approach deliberately tailored to specific national contexts.
